The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Such an extension shall only be valid for one hour and each hour thereafter shall require a renewed action for the meeting to continue.

Consideration of Resolution 2026-65, Approving a New Travel & Meeting Policy for Elected Officials and City employees.

 
Recommendation:

Adopt Resolution 2026-65 approving a new Travel & Meeting Policy to establish a travel and expense policy for the City of Banning (City) elected and appointed officials and City employees as well as provide guidelines to ensure proper control of travel costs as they relate to official City business, and compensate individuals for actual and necessary travel related expenses.

Consideration of Resolution 2026-62 Approving a Software-as-a-Service (SaaS) Master Services Agreement (MSA) with Routeware, Inc. for Compliance Tracking in the amount of $89,992

Declaration of Eight (8) Scrap Pole-Mount Transformers as Surplus Property and Authorization for Disposal Through Public Auction in Accordance with Purchasing Policy B-30.

 
Recommendation:

Declare eight (8) pole mount transformers as surplus, non operational or scrap equipment. Authorize staff to dispose of the surplus items via the City's online auction platform, in accordance with the Purchasing Policy B-30, Section 18-102 as stated:

 

18-102 Disposal of Surplus City Property

(1) The method used by departments to dispose of Surplus City Property must be approved and coordinated with the City Purchasing Officer. Internal reuse of Surplus City Property by City departments is the preferred method of disposal.

(2) Disposition Methods – Surplus City Property shall be disposed of in one of the following preferred methods:

a. Internal transfer to a claiming department;

b. Sale by City Purchasing Officer;

c. Documented donation of technology and related equipment with a fair market value less than $5,000 per lot to the Department of Education and non-profit organizations;

d. Auction (material value);

e. Recycling; and 

f.  Waste.

Consideration of Resolution 2026-68, Approving the Measure “A” Five Year Capital Improvement Plan Project List and Authorizing the City Manager to Execute the Maintenance of Effort Certification Statement

Recommendation:

Discuss and provide direction regarding the disposition and reuse of remaining Opportunity Village assets, including:

  1. transfer of one combination trailer to the Water Division;
  2. reuse of the former Opportunity Village office by Animal Control.

Consideration of Resolution 2026-44, A Resolution of the City Council of the City of Banning, California, reprogramming approved Community Development Block Grant (CDBG) Funds in the amount of $148,144 from FY 2024-25 - Dysart Park Improvement project ($105,000) and FY 2024-25 - Banning Senior Center ADA Improvement Project ($43,144) to CDBG FY 25-26, Banning Senior Center ADA Improvement Project #2 ($148,144)
